100% with you on everything here - the informal is what drives the spirit of a city. I would say though commerce should saturate the first floor before moving on upwards (which I suspect is also the organic/market-driven way it would work anyway.)
Yeah. I agree that commerce would favor the first floor. But so many urban policies seem to be "well this thing is mostly good so we should force it at all times in all places."
