Great interview. Any advice on who to follow or resources to look at for thinking about the operational questions in this quote? "There's a lot of operational questions. Who takes out the trash? What is the upfront cost of infrastructure? Can you piggyback on an existing municipality's infrastructure? Do you have to build it all your own?"

Thanks for writing!

There are books out there. Yours truly ghostwrote an accessible handbook with municipal reformer Oliver Porter on outsourcing municipal services: https://www.amazon.com/Contract-City-Oliver-Porter-ebook/dp/B00HVEG674

Porter has two other larger books on the theme which get into the nitty gritty.

On infrastructure stuff I'd look at the Urban Land Institute's municipal finance material and I'd look at the SEC filings of publicly traded master planned community companies like Howard Hughes Corp and Vail Resorts. Large casinos, shopping centers, and other multi-tenant income properties also may have playbooks and practices to borrow from.

From what I've seen, there's a lot of room for people with a better understanding of technology to improve these processes and practices.

Wow, awesome had no idea this stuff was out there. Thanks for the recs. Gonna start with the handbook you recommended :) . Interesting to know that ULI has some stuff on this, always saw them as more focused on real estate developers, but I guess it makes sense that there would be some mutually beneficial finance schemes.
