Top of my bucket list is to spend an extended stay in Tokyo.
I feel like good city management is like trimming a bonsai tree. There’s some active intervention to curb specific things we want to avoid, but the organism as a whole develops as it will and in ways the gardener can’t fully anticipate. Tokyo exemplifies this, I think.
